   An act to add Section 5007.2 to the Public Resources Code,
relating to the Department of Parks and Recreation.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 1707, O'Connell.  Department of Parks and Recreation:  funds:
Hearst Castle.
   Existing law, the State Contract Act, establishes various
procedures for the procurement of state goods and services.
   The bill would exempt from that act, a contract for services under
the amount of $50,000 to restore artifacts at the Hearst San Simeon
State Historical Monument.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  The Legislature finds and declares all of the
following:
   (a) Due to the state's stewardship of some of the finest and
rarest artifacts in the world at Hearst Castle, the ability to
quickly address restoration needs is essential to ensure the welfare
of these irreplaceable artifacts.
   (b) Allowing the Department of Parks and Recreation to forego the
normal bid process on artifact restoration when expenditures are less
than fifty thousand dollars ($50,000), will give the state the
ability to save funds by staving off further deterioration of these
items while enhancing their value to the visitors of Hearst Castle.
   (c) Proper restoration techniques are offered by a limited pool of
qualified service providers.
   (d) Streamlining the lengthy bid process on smaller jobs allows
the Superintendent of Hearst Castle to tend to the needs of these
artifacts that are unique to this facility in a more timely manner.
  SEC. 2.  Section 5007.2 is added to the Public Resources Code, to
read:
   5007.2.  Notwithstanding any other provision of law, a contract
for services under the amount of fifty thousand dollars ($50,000) to
restore artifacts at the Hearst San Simeon State Historical Monument
is exempt from Part 2 (commencing with Section 10100) of the Public
Contract Code.
